Job Overview:

The Technical Director / Network Engineer at Yellowstone Fiber will oversee the construction and operational aspects of the Yellowstone Fiber network, ensuring efficient management of current fiber systems, construction coordination, and customer interactions. This role demands leadership in construction management, network operations, inventory management, technical purchasing, customer support, and ISP interaction as well as emergency response to outages or damages.

Key Responsibilities:

Network Operations Management:

  • Manage Yellowstone Fiber resources, including Field Service Group (FSG) and UTOPIA personnel, scheduling, performance reviews, and HR-related tasks.
  • Address network issues, including "no-lights," fiber allocation challenges, and equipment/material allocation.
  • Oversee emergency locates and map-related issues.
  • Perform operational duties expected of a Network Engineer for the Yellowstone Fiber FTTP network.

Construction Management:

  • Work with Yellowstone Fiber’s partners, consultants, contractors, and vendors to achieve the best results possible on any and all projects undertaken by the company.
  • Coordinate with construction partners to manage schedules, forecasts, and field changes.
  • Document field changes to ensure accurate as-builts and splicing records.
  • Oversee permitting processes and ensure compliance with city, state, or third-party party requirements.
  • Manage installs, including those performed by third-party contractors.

Inventory and Technical Purchasing:

  • Manage the purchasing and ordering of necessary equipment and materials for network maintenance, construction, and restoration.
  • Manage inventory levels to support upcoming construction and installations.
  • Handle technical purchasing, including specifications, quantities, and the scheduling of orders to ensure seamless project delivery.

ISP Interaction:

  • Provide technical support to ISPs, including installation options, equipment access, and resolution of technical issues.
  • Support business activations by assisting with technical questions and scheduling splicing and installations.

Customer Interaction:

  • Assist residential and business customers with technical questions, installation concerns, and trouble tickets.
  • Coordinate damage restorations, including installation damages, handling repairs to homes, yards/landscaping, sprinklers, and sidewalks following installations or repairs.
  • Work with anchor tenants on dark fiber issues, outages, and other concerns.

Outage and Emergency Response:

  • Act as the first point of contact for physical outages or fiber/conduit hits, coordinating excavation and repairs.
  • Source materials and contractors locally or regionally to support emergency repairs.
  • Coordinate with city resources and ISPs for incident resolution and customer communication.
  • Communicate with dark fiber customers, providing notification of outages, and status of repairs.

Public Awareness and Community Involvement:

  • Increase public awareness and profile of Yellowstone Fiber.
  • Participate in community activities to facilitate networking and be a presence for Yellowstone Fiber.

Financial Management:

  • Approve invoices and manage financial reports related to construction, splicing, and maintenance.
  • Assist with forecasting and financial analysis, helping to prepare reports for the executive team.
  • Assist CEO in providing informative and timely board packets.
  • Assist CEO as requested in Bond performance reporting.
  • Assist CEO to increase revenues by assisting with business sales and assist with sales and marketing efforts.
  • Promoting principles and methods of sound business to meet Bond Obligations.

General Responsibilities:

  • Oversee maintenance and general operations of all motor vehicles, including the forklift.
  • Observing Yellowstone Fiber policies and directives established by the Board of Directors, all as may be amended from time to time.
  • All other tasks as assigned by the CEO.

Qualifications:

  • Bachelor's degree in IT, BIS, ITED, TET, or related field.
  • 5+ years of experience in network operations or fiber construction management, preferably in FTTH, FTTx, HFC, or other access networks.
  • Strong leadership and project management skills.
  • Experience managing technical personnel and third-party contractors.
  • Ability to manage multiple tasks under tight deadlines with a focus on customer service and quality.

Skills:

  • Proficiency in network provisioning, troubleshooting, and maintenance.
  • Strong problem-solving abilities, particularly in handling technical, construction, and customer issues.
  • Excellent communication skills, both with internal teams and external customers or contractors.
  • Ability to respond to emergency situations promptly and manage outages effectively.
